The Anti Drugs Theorem Foundation (ADTF) has already spent more than seven years as an non-governmental organization and is running with multi-dimensional approaches. The ADTF has concentrated its work in taking the area of prevention of illegal drugs user particularly among the young adults groups and active in raise mass awareness through various programs and activities. In addition ICT based  different program implementation strategy has taken into different issues including green energy and climate change and good governance, reproductive health especially for underserved slam dwellers poor women and their children.

We never thinking this planet can be fragments by the narrow feelings of communalism or political conflicts. As we know the present world is continuous  faces various critical challenges such as corona virus pandemic as human induced climate change, the rapid depletion of natural resources, the frequency of natural disaster, the spread of infectious diseases, the loss of bio-diversity, the violation of human rights, increased poverty, the dependency of our economic system on continuous growth in consumerism and sustainable development has become a vehicle around the globe for expressing the need to depart from present dominant models of development which appear unable to balance the needs of people and the planet in the pursuit of peace and prosperity. In spite of that drugs addiction and a large number of illegal drugs abuseer is another important social issue that we have to face today. It is one of the greatest concerns of mankind, the world is becoming ever more globalizes and knowledge based, while society is becoming more complex and heterogeneous, consisting of individuals characterized by attractive sets of multiple identities. The needs of our service users are at the heart of everything we do and as you learn more about our values you will understand why offering quality services is integral to what we do and what we are.

2022 was a momentous year for ADTF Bangladesh. Just we have celebrated over 7 years of operations from our inception, and that has been a challenging journey, with active support from the people of the country and generous support from development partners. We have made significant differences to the lives and landscape of this disadvantaged region.

6. Legitimacy or legal status of the organization: The Anti drugs Theorem Foundation (ADTF) has been duly registered with the Joint Stock Company under Act XX1 of 1860 Bangladesh government and Certificate of Registration number-S-12112 Dated 17 May 2015

7. Organization Background: The Anti- drugs Theorem Foundation (ADTF) is a professionally managed committed social development organization active in community based networking capacity building and protection of illicit drugs abuse and illegal drugs trafficking. The primary focus of ADTF is on the plight and problems of the poor in their struggle to obtain a life of justice and dignity. Environment stabilization, food security, protection of discrimination, women empowerment, and self-governance are the most important component of its mission. Gender justice, illegal drugs trafficking and its protection including undocumented migration and ensure safe migration issues, natural resources management, and livelihood security is our areas of prime concerns.

Vision: A world free from all forms all type of exploitation and drugs addiction and discrimination where everyone has opportunity to realize their potential.

Mission: Our mission is to empower people and communities in situations of drugs addiction and identified illegal drugs user and protection of drugs trafficking, illiteracy, diseases and social justice, our interventions aim to achieve large scale positive changes through economic and social programs, particularly to safe the illegal drugs abuser and drugs addicted victims to set out policy to their treatment and rehabilitation.

 Program Overview:

The Anti Drugs Theorem Foundation (ADTF) is a dynamic Platform and collaborative initiative and deeply involved and working jointly over many of grassroots Bangladeshi NGOs and recognized as a one of the largest and well reputed Anti Drugs and illicit drugs user combating agency in Bangladesh which is active to explores new opportunity about illegal drugs trafficking phenomena in the 21st century. It is needless to say that, the Bangladesh is not any drugs producing or nor could be drugs exporting country. However, due to its central location and geographical landscape between the ‘Golden Triangle’ and the Golden Crescent Bangladesh has tested its bitterness of drugs scourge. In the light of that the Anti drugs Theorem Foundation (ADTF) has taken a specialized program with a view to make the country free from drugs addiction. The ADTF confident enough in developing a community-based network by providing training peers as anti-drugs volunteers  is a feasible strategy to identify hidden drugs abusers.  This study evaluated the effectiveness of such a network by examining the change in knowledge, attitudes and practices before and after six months of our training.  One-group pre-test and repeated post-test design was used. One-way repeated-measures analysis of variance was applied to assess have seen changes,

The study was conducted from November 2020 to April 2022 and was divided into two phases: the establishment of a community-based network by training and a mass promotional campaign aimed at delivering anti-drugs abuse messaging in the targeted selected areas.

It should further aimed to develop a community-based network by training. In this phase, we recruited 150 participants aged 15–20 from secondary schools and community centers in the four targeted places by sending invitation letters. The content of the training workshop was designed by our expert panel, which consisted of an associate professor, an assistant professor, a research assistant professor, a senior teaching fellow and a senior clinical associate from a university, and the chief executive officer of Narcotic department of Bangladesh, all of whom had considerable experience in providing counseling services for people with addictive behaviors. The workshop ran for six hours and was delivered by an experienced counselor trained by our project team. The content of the workshop included as Follows:

  • The hazardous effects of drugs abuse, particularly the abuse of less psychotropic drugs such as cannabis,
  • Alternatives to drugs abuse,
  • Available treatment and rehabilitation services for drugs abusers,
  • legal issues related to drugs abuse.
  • How to refer drugs abusers based on the award model.
  • Anti-drugs and illegal drugs users alertness activities in various sectors creating awareness among people is an enormous task. It is a continuous and long term process often involves extensive month-long campaign across the country against abuse and illicit drugs. It encompasses people of all classes and profession to raise awareness against illegal drugs users throughout the country. Among the awareness programs has taken that some are mentioned below:
  • Printing and distribution of anti-drugs posters
  • Printing and distribution of anti-drugs leaflets
  • Printing and distribution of anti-drugs stickers
  • Preparation and distribution of anti-drugs festoons
  • Writing on the wall Anti drugs Spots and cultural activities
  • Anti-drugs class lectures / discussions in educational institutions.
  • Formation of anti-drugs committee in educational institutions .
  • Distribution of scale / geometry boxes containing harmful aspects of drugs in human body
  • To making of anti-drugs documentaries, short films.
  • Anti drugs campaign in prison ‘ Uploading & drugs related crime and antidrugs awareness activities everyday across the country or Facebook page and Face book live page;
  • Forming anti-drugs voluntary committee in every Upazila levels to create awareness regarding the adverse effect of drugs among the mass people.
  • Drugs spot identification and drugs smuggling route identification
  • Production and promotion of anti drugs TVC and TV talk shows etc

Aim & Objectives.

  • To create mass awareness among people of all walks of life across the country and to build stong social movement / resistance against drugs. Creation of anti-drugs attitude among all including students’. Organizing concern citizens against anti drugs to raise voice against drugs offenders’
  • To identify drugs traffickers and take stdct legal action to reduce their social influence and prestige’
  • Identifying drugs addicts across the country and providing treatment’.
  • To take initiative to control drugs crime through mutual communication and coordination of all movement ard non-governmental  officials and employees’.
  • To build drugs free Bangladesh with the participation of people of all classes and professions’
  • The Non Government Organizations (NGO’s) can be in playing significant roles for drugs prevention though creating mass awareness. It is seen that the friends, neighbors and classmates are often inspired to take drugs by the motivation of their drugs addicted companions. Mass awareness on the harmful effects of drugs use is needed. Keeping them to divert situation to mind, and NGO’s are creating mass awareness on this burning issue. Brigades/groups, health works are to create awareness on dangerous effects drugs abuse.
  • Mass awareness are increasing among the common people through this effort. ln collaboration with DNCI, NGo’s are organizing school and college based discussion meeting. rally. seminar, debate completion. Art completion. easy writing completion. sports completion. etc can be to create awareness

MANAGEMENT
The ADTF currently has 20 technical staff at management positions from various  levels of expertise’s with technical backgrounds i e Trauma victims drugs addiction treatment specialist, and training experts in different sectors and skills in gender justice and good governance, Rural development, besides subject matter specialists on health and education, nutrition and community health management, inter personal management.

In second line ADTF has a group of 10 field executives, In the front line for the project initiated for direct implementation in the field. ADTF has a group of 30 paid workers active in the field and internal policy making management.

Each sector has Sector leader ie. These Sector leaders are report to Executive Director. The Executive Director is responsible for the facilitation of organizational growth as a team leader and participates in project and HRD planning, monitors/ MIS development and represent organization. He is instrumental in policy advocacy and strategy change management and head of the project quality development cell.

Financial  Management
The Chief Accountant heads the Finance Division with 3 qualified Accounts Officers of them two have got professional qualification. A central account of ADTF is being maintained through a ‘Mother Bank Account’ (Core Account) as per requirement of Organization Authority, where all funds including project funds are initially deposited.  The core account helps to record the inflow and outflow of funds to and from the organization.  All funds of donation are transferred to respective Project Accounts within 15 days, mandatory.

To meet any temporary shortage, funds from the core account may provide temporary loan to a project account in consultation with respective donor, for continuation of project activities. The loan is refunded as soon as project funds are available.

Generally, the Executive Director and the Directors are authorized to operate all accounts jointly; however the Chief Accountant is also joint signatory.  Individual project-wise bank accounts.

STAFF CATEGORIES:
ADTF has three categories of staff: (a) core staff, (b) Technical staff (c) project staff including professionals and (d) support staff.  Recruitment to various categories of jobs is normally made through open advertisement in the national dailies and also in the online job site.  For some of the key positions of the project, especially the Consultants are proposed in the project proposal on the basis of qualification, and adequacy to particular project. As a measure of flexibility, management allows core staff to work for different projects, where appropriate. This enriches the employees with diversity. JUS recruit both from within and outside.

STAFF ADMINISTRATION:
All full-time staff has to sign in the daily attendance register.  Team Leader of each project put countersignature and makes remarks in case of late attendance.  The administration section takes disciplinary action where necessary.

In addition, there is a movement register where officials record their movements.

ADTF maintains personal file of each staff project-wise where CV, appointment letter, joining letter, job description, certificates, leave, etc. are recorded.
OBJECTIVES:

  • To organize the target peoples into groups to develop unity, solidarity among them and thus develop a collective strength and institutional bases so that they can ensure their individual and collective development.
  • To help them develop their consciousness and awareness about their position in the social system.
  • To help them develop their self-image, self-confidences and creativity and thus make them fit for their desired changes.
  • To make literate the illiterate group members and other male and female of the program villages.
  • To provide basic health services to the target peoples through both domiciliary satellite and static clinical services towards help improve their health conditions
  • To provide technical, training and supports to group members for initiating income-generating activities towards improve their economic condition.
  • To provide other supports and services in the process of their socioeconomic conditions.
  • To respond to the need of the distressed peoples caused by natural calamities.

The organization has established development program net-works around the capital city Dhaka and its many of rural areas and union urban and municipalities. The programs areas are typically are very much remote and backward in terms of education, culture and economy.

PROJECTS AND PROGRAM
Group organization
The ADTF works mainly through group approaches. It has the target peoples especially the drugs addicted people and taken them forming into groups size to develop their individual and collective strengths and ability.

Literacy program:

The ADTF is now educating more than 500 Children through running 20 literacy centers in the various selected areas. They are also providing rights education through non-formal training and provided them students stipend. .

ORGANIZATIONAL CULTURE:

  • Cost effectiveness: We are conscious about cost in case of personal life and organization. We believe too, cost effectiveness prevents the waste of wealth.
  • Cross communication and line decision: We promote communication across at any hierarchy within the organization but right and respective person makes decision.

14. Where and how the organization is accountable:

This organization has an approved constituency to regulate and maintain all sorts of activities. It has a general body, which is mainly responsible to government as well as the development partners and beneficiaries. There is an executive committee to govern all the activities taken as development initiatives. Executive committee is accountable to the general body. Executive Director is the member secretary of this committee he has to design, implement and handle all the income and expenditure related works He is accountable to executive committee and he has to ensure all the necessary to the target groups for his activities too.

WE WORK WITH WHOM:
We are strongly committed to work together with all social forces aiming at establishment of human dignity and empowerment of marginal peoples especially tea garden women labor and their children including local tribal or aborigine groups to attainment their better life and uplift of socio economic status through different project and programs. We believe without empowerment the deprived section of the community an equitable and just society will never established.  Moreover keeping the marginalized behind, human civilization may not perfect. But reality is that few people deprived majority population by griping resources, power and knowledge and information. Our efforts to influence for pro- poor development policy and its practices for enabling the environment area to –

  • Local Government Bodies.
  • Opinion leaders, Civil Society and Mass media.
  • Traditional administrative set up.

Our direct intervention is basically to produce benefit for peoples who are treated as marginalized and deprived of all kind opportunity and rights. The people with whom we directly work and bias to serve are-

  • Poor voiceless and asset-less peoples.
  • Vulnerable Women and children including tribal and ethnic groups, particularly most vulnerable women and children..
  • Person with disability.
  • Underprivileged youth.

17.STRATEGIC APPROACH:

The Anti drugs Theorem Foundation (ADTF) development strategy focuses to address integrated development efforts. It believes in empowerment of General people at grassroots people. Therefore Anti drugs Theorem (ADTF) strives to organize the target people into Groups by forming grassroots organization. It has explored due to own experience to address people participation and need based development there socio economic conditions. Retentions of sustainable and environmental sound development enterprise is the pre-condition in any Anti drugs Theorem Foundation (ADTF) programmatic interventions
18. GOVERNANCE SYSTEM
Anti drugs Theorem Foundation (ADTF) is governed participatory and decentralized manner. An executive committee consists of 07 Member three yearly elected by general council takes up the responsibility of execution of the Organization. The Executive Director on behalf of executive committee conducts overall management and is an ex- officio as the secretary of E.C The E.C is responsible to the general council for it activities. There is a core management team consisting with not more than 10 members and headed by the Executive Director. This Team is responsible to implement the policies as well as organizational management affairs.
